area = side x side 

 if the side is halved- 

new area
= side / 2 x side / 2 
= side x side / 4 
= area / 4

Hence, the area becomes the quarter of its previous value.

When halved,
a/2*a/2=a^2/4
Therefore, when the side is halved, the area becomes 1/4.
