when there is heavy rainfall on drought the level of water table is the high or Valley low during heavy rainfall it is very high and the population list of soil becomes very high and during drought those permeability of soil becomes very low this results in lowering in water table hope this helps you

During heavy rainfall the water table goes up and it widens and water is easily accessible.
At times of drought , water table hoes down and is depleted is not easily accessible.
