Hey mate, here is your answer :

A process called vasodilation is caused by relaxation of smooth muscle cells in arteries causes an increase in blood flow. When blood vessels dilate, the blood flow is increased due to a decrease invascular resistance. Therefore, dilation of arteries and arterioles leads to an immediate decrease in arterial bloodpressure and heart rate.

Hope this answer helps you...

when blood supply to the cells decreases then there first cause decrease in oxygen and increase in co2 concentration and toxic substance accumulated.....
oxygen lack causes-----◆hypoxia-----◆ cause cell death
let's me explain some if it is in heart due to blockage then same effect oxygen lack----- hypoxia----cell death---heart attack
if it in brain---oxygen lack----hypoxia---death of neuron---paralysis..
I think that enough.
