Cl2 + H2O = HClO + HCl

So adding carbon tetrachloride to chlorine water produces the following reaction:

HClO(a) + HCl(a) + CCl4(l) = CO(g) + 2Cl2(g) + 2HCl(a)

Change in Free Energy: ΔG(20C) = -117.8kJ (negative, so the reaction runs)

Change in Enthalpy: ΔH(20C) = -30.4kJ (negative, so the reaction is exothermic)
