so here is your answer....

when manganese oxide (insoluble base) these types of basic oxide react with dilute acid to produce salt ( MgCL2)and water (H2O),this is called neutralisation reaction.

the acidity of HCL is being neutralized by MgO, and hydrogen and soluble Mg produce.
