Steam are light, yet wm particles of water floating in the air. as they reach a mirror they turn into water droplets i.e they condense because mirrors are cold surfaces and when vapours reach a cold surface the change from gaseous state to liquid state. Hence water droplets are formed on mirrors when steam reaches it.
