Lack of Vision - Mainly seen in a political context, but in other ways too. Like in Toronto: The transit system is poorly designed, badly connected to the the suburbs, and brutally expensive. The companies that provide transit all over the cities are always in conflict. Many of the roadways lack design with forethought or decent maintenance standards. It has almost become accepted by the greater population that larger ideas lack and real overarching vision can't be possible.
