For distinguishing between regular and irregular reflection parallel beam condition has actually no validity.All the following cases of reflection taking place from a smooth ( I say smooth and not plane) surface are the examples of regular reflection.We can’t say in case (a) plane mirror causes regular reflection and the same plane mirror causes irregular reflection in case(b) .what about case (c) …surely this is also case of regular reflection. So parallel incoming beam must leave as parallel reflected beam is not the condition to check whether reflection is regular or not.“Actually when reflected rays leave in some correlated fashion such that it results in image formation then it is a case of regular reflection.”Now the question arises how smooth a surface must be so that regular reflection takes place ? Here the answer is that the average value of depressions and peaks in the surface must be less than 1/8 th of the wavelength of the incident radiation(electromagnetic wave).It means a longer wavelength needs less smooth surface for regular reflection than light because light has shorter wavelength. Of course it is so ! The rough surface of receiving antenna pan even having holes in its surface causes regular reflection for satellite signal (which indeed is an electromagnetic wave) so that the signal gets focused at LNB ie image of signal source is formed at the location of LNB BUT In the same case you can’t view image of your face in the same receving pan because it does not cause regular reflection for visible light even though visible light is also an electromagnetic wave. So the receving antenna pan causes regular reflection of satellite signal but causes irregular reflection for visible light.
