answer: Franz was wondering if the Prussians actually had the means, the way to actually even make the Pigeons talk in German too. He could be implying using a metaphor ( comparison between two things without using as or like)that even though they could force the humans to speak German, they however could not force to implement the German language on the pigeons which may also mean that the Germans had control over human but not nature. he could also be suggesting that even if the Germans make them peak German, they will always hold on to their own language, it will always stay in their hearts, a place they( the Germans) could never remove it from. he may be suggesting that they will be unsuccessful in imposing the language fully. They may think they have accomplished the task by striking fear in the hearts of the citizens, by threatening them, giving punishments but they must not forget that punishment only suppresses the behaviour, it does not remove it altogether. the stronger the punishment the more lasting it's effect but it is not permanent.
