it is the officer in charge refuses to file an FIR, the information may be sent in writing through post of the superintendent of a police. if the superintendent of police is convinced that such information discloses that an offence has been committed then she or he shall either investigate the case herself for himself or direct the investigation to be made by any police officer subordinate to her/him.
