what if there is no movement of the tectonic plates

We shan't go too deep into how this could possibly occur - because, basically, it couldn't.

Firstly, a whole lot of energy would be released - the kinetic energy of the moving continents and ocean crust. Depending on how you have managed to make them grind to a halt, the heat released underground would cause a lot of fresh volcanoes, and as it reached the surface would warm up the climate a bit.Tectonics are also responsible for the interesting and useful mineral mix at Earth's surface.

However, if tectonics stopped now, I think we could carry on for some 10s of millions of years without getting all that much bothered. We'd gradually get short of CO2 for plant life, and useful minerals would end up in the bottoms of the ocean trenches.
