ROM means “read only memory” as RAM means “random access memory”:
ROM is a non-volatile storage, which means if you take out power, the data in it won’t dissappear, RAM on the contrary, will lose anything stored in it if you take the power out.
Since the BIOS is the base information the computer needs to start working when you turn it on, storing it in the RAM would mean you would have to flash the information to start your PC everytime you turn on your PC, which would be no easy feat, since the computer would not start and you could not flash it, hence your computer would be a very fancy paperweight.
