Normally the rivers are the gathering of some of small streams ,this small streams generally forms when the precipitation (I.e.,rain ) occurs.And we can also call this streams as well as the gathering of this streams I.e., rivers as the drainages of the catchments in which this small streams are present
When the heavy intensity rain fall occurs this streams as well as the gathering of this streams will over flow and submerge the adjacent catchment area,this is what we call as a flood.
And generally this rain water will flow in this streams and there of it will dispose without creating any disturbances to the catchment area.
But nowadays to do the growth of population and rapid urbanization this streams were proning to occupation and development.
So to prevent this flood the main root cause for the problem that is the occupation of this stream flow area should be protected from the illegal acquisition by strict and stringent rules.
