Definition ⇒ The electron that is not attached to an ion, atom, or molecule and is free to move under the influence of an applied electric or magnetic field is called as Free electrons.
Metals have free electrons and hence are good conductor of electricity.
All those materials which conducts electricity have free electrons. Thus, materials having the free electrons are conducting (conductors of electricity) materials.
All those materials which do not conducts electricity and do not have free electrons. Thus, materials do not having the free electrons are non-conducting (non - conductors of electricity) materials.
Hope it helps.
