A gram panchayat (village council) is the grassroots-level of panchayati raj formalised local self-governance system in India at the village or small-town level, and has a sarpanch as its elected head.

gram sabha is a meeting which will be held by all the adults living in a village. one who ages 18 or more is a member of gram sabha. and these members have a right to choose their village representatives who give the justice to the citizens of their village and this meeting which is held by those elected representatives is known as gram panchayat.
