Answer: every village having a population of over 1500 has a gram sabha. The gram sabha consists of all all adults in the village. They elect , by vote , a small committee of about 7 to 15 members to form the local government in the village. This committee is called the Gram Panchayat and is headed by the Sarpanch ( leader and one of the members ). The Sarpanch may be removed from office if two thirds of the Panchayat members vote against him . The Gram Panchayat must have members of the backward community ( one - third ) and from women ( one - third ).
