It's a mixture whose properties are the same in every point - that is, its components are so closely mixed that you cannot tell where one substance ends and another begins; for example, if you mix sand and sugar you can see the individual granules, at most with a magnifier lens. You can, say, sample the sugar and assess its properties, and the same with sand. This isn't an homogeneous mixture.
But you mix salt and water, you obtain saltwater and not even the most powerful microscope can see where there is salt and where water - and every drop of solution has the same properties

a homogeneous mixture is a solid,liquid or gaseous mixture that has the same proportions of it's components through any given sample.
