A house is a single-unit residential building. It may range in complexity from a rudimentary hut to a complex structure of wood, masonry, concrete or other material, outfitted with plumbing, electrical, and heating, ventilation, and air conditioning systems.
Being an occupant means you're occupying a place. This has nothing to do with owning a house or renting an apartment; if you live there, you're an occupant. There are other occupants too, as in politics. The President is often called "the current occupant of the White House," who replaced the former occupant.
