Leap Year:
February 29 is a date that usually occurs every four years, and is called leap day. This day is added to the calendar in leap years as a corrective measure, because the Earth does not orbit the sun in precisely 365 days. 

Arctic Circle:
The Arctic Circle is the most northerly of the five major circles of latitude as shown on maps of Earth. It marks the northernmost point at which the centre of the noon sun is just visible on the December solstice and the southernmost point at which the centre of the midnight sun is just visible on the June solstice.

Normally, an Year has 365 days.

but a leap year is such a special year that has 366 days, the extra day is 29th February....it comes once in 4 years.
