What is a low pressure system with surrounding high ?

It means that due to hot conditions the air rises up creating a low pressure condition. The surrounding system has a low temperature and the air does not rise up creating a high pressure condition

During this condition the air rushes from the high pressure to the low pressure centre

These areas are called low pressure systems. Places where the air pressure is high, are called high pressure systems. A low pressure system has lower pressure at its center than the areas around it. Winds blow towards the low pressure, and the air rises in the atmosphere where they meet.
