A military regime refers to a system of governance where the supreme rests with a state's military. No, a democracy cannot exist in such a system because the spirit of a democracy which says an elected government, of the people, by the people and for the people, will lose its meaning.

Among political scientists, the existence of free and fair elections on a regular basis is considered the minimal condition for a democracy (democratic regime) (Dahl 1971; Diamond 1999).
