Polar solvents have large dipole moments (aka “partial charges”); they contain bonds between atoms with very different electronegativities, such as oxygen and hydrogen. Non polar solventscontain bonds between atoms with similar electronegativities, such as carbon and hydrogen (think hydrocarbons, such as gasoline).
