It is defined as ratio of sine of angle incidence to the Sine of angle of reflection.

It is also defined as the ratio of speed of light in a given pair of medium.

n =  \frac{v1}{v2}
where,
V1 = Velocity of light in medium 1
V2 = Velocity of light in medium 2
