The poet was very much moved by the sight of the daffodils. So, by comparing the dancing of the daffodils to that of the waves beside them, he merely wanted to express the joy the flowers brought to his mind.

Answer:

William Wordsworth said that daffodils danced, swayed in the wind and their dance was more gracious than the waves which are dancing at the sea.The poet gives more priority to the beauty of the dance of the daffodils than the waves. Hence, the daffodils were different from the waves.
