activated sludge contains the aerobic microbes which decomposes the organic matter present in the water .when BOD is decreased significantly, the water is passed into a settling tank and is allowed to sediment .the sediment is known as activated sludge and is digested by anaerobic bacteria and some of it's amount is pumped back to the tank to serve as starter.
hope it helps
