The major weakness is that HR is never, and should never be, in a position to make a final decision on anything. They are there to help everyone get along, solve problems and make sure policies are applied as fairly as possible. They can’t make anyone ‘do’ anything, so can’t make everyone happy all the time by having some manager that many people don’t like fired, for instance.
Their strength should be, if they’re doing the job well, that they can come up with very creative ways of solving problems that almost always iron out the difficulties people are having to a high degree of satisfaction for almost everyone and in a way that is just, fair, balance, positive for the organization and its employees at all levels. That’s the skill of good HR - to get great solutions working without simply deciding this or that person should be fired.
