insulator is a substance which is a bad conductor of electricity.
for conduction of electricity the substance must have free electrons. Insulator does not have free electrons so it doesnt conduct electricity.

Insulators are object with do not allow electricity to pass through. It behaves like an insulator because it is not a conductor
