This idea was developed later by Karl Popper.
The idea is similar to Durkheim's mechanic and organic solidarity.
According to them, an open society is one where people have the capability to think and therefore judge their moral instincts.
This is opposed to a closed society, where people do not have the will to change their moral instincts.
