When the parliament is not in session but a bill has to be pass then the president passes it without passing it from parliament then it is said to be ordinance.

it is a law promulgated by president of india on the recommendation of union cabinate. They can only be issued when parliament is not in session.

It is basically a concept or law enacted by local government.
