While the Parliament is not in session(or the State assembly) and there is the need to bring in a provision or a bill
The President or the governor promulgates an ordinance which rectifies the provision and gives it a legal status, however an ordinance is temporary and can only exist till six weeks after the houses are back in session unless its extended.
Also the maximum validity period of an ordinance is 6 months and 6 weeks.
