It is the form of fraction in which the numerator is always smaller than the denominator.

For example

 \frac{2}{5}

 \frac{70}{85}

etc..

A fraction where the numerator (the top number) is less than the denominator (the bottom number). Example: 1/4 (one quarter) and 5/6 (five sixths) are proper fractions.
