Anomalous expansion of water is an abnormal property of water whereby it expands instead of contracting when the temperature goes from 4°C to 0°C, and it becomes less dense. ... The density becomes less as it freezes because molecules of water normally form open crystal structures when in solid form.

Water shows some exceptional behavior that is when it is heated at 0°C, it contracts instead of expanding it happens till it reaches 4°C. The volume of a given amount of water is minimum 4°C therefore it's density is maximum. After 4°C the volume increases and therefore the density decreases. This means water has maximum density at 4°C
