Balance forces are two forces acting in opposite directions on an object, and equal in size. Anytime there is a balanced force on an object, the object stays still or continues moving continues to move at the same speed and in the same direction.

when two or more forces acting on the same object which are equal in magnitude but opposite in direction, such that they cancel each other and their vector sum is 0, then such force is called balanced force
it does not bring about any motion
it does can cause change in the shape of the body either temporarily or permanent
ex: tug of war, if force applied either side is equal
