Balanced resource planning refers to the proper distribution of all resources among the poor and rich people of the society.
At national level all people should have the availability of education, shelter,food,money.
At the local level for example in a household the servant should be paid minimum wages and all right should be given.
At the state level welfare of groups and associations should be taken care of.
