Just like a car needs a driver to steer it, and a good set of brakes to prevent accidents from happening, a country needs a government to guide it, and some good laws to help the government do this. To make laws we need a body empowered to make them. This body is called the legislature. In some states, the legislature consists of two houses-the Vidhan Sabha, and the Vidhan Parishad. In most states however, the state legislature consists of only the Vidhan Sabha. Legistatures that consist of two houses are called bicameral and those that have one house are called unicameral.
