Black money is the income for which tax hasn't been paid. Even if it is a small income, the respective tax should be paid or it becomes black money.

A way to reduce or control this is to implement stict rules and regulations.

Tax evasion is also harmful for a country. The tax that the rich pay can be utilised for the uiftment of the poor and can thus help the country and it's people.
