carbon forms covalent compound and covalent compounds do not conduct electricity. and that's why carbon does not conduct electricity

Ions or charged particles are required for the conduction of electricity.

Carbon bonds are covalent, that is it forms bonds by sharing electrons.
Therefore there are no charged particles and electricity is conducted.

But one exception is that some allotropes of carbon conduct electricity.

Graphite , an allotrope of carbon is a best conductor of electricity.

These exceptions are due to change in their structures.
