It consists of a lipid bilayer with embedded proteins.

Cell membrane and plasma membrane are the same. It is the outermost covering of an animal cell enclosing cytoplasm. It is referred as semi permeable membrane because of it's ability to allow passage of only selected molecules to pass through it.
