Charge in physics refers either to excess of electron(negative charge) or deficiency of electrons(positive charge) in a substance.
Unbalanced electric neutrality renders the substances its electric property and then its called a charge.
This definition only takes in account the macroscopic charges nd not up to subatomic level as we are dealing with macroscopic systems in physics.
