A normal atom has a neutral charge with equal numbers of positive and negative particles.
That means an atom with a neutral charge is one where the number of electrons is equal to the atomic number.
Ions are atoms with extra electrons or missing electrons.

It depends upon the number of electrons and protons present in it .
1) If the atom has equal number of eelctrons and protons , then the charge on the atom is zero i.e, neutral .
2) If the atom contains more number of electrons than protons , then the charge on the atom is negative .
3) If the atom contains more number of protons than elctrons , then the charge on the atom is positive .
Hope this help you.
Have a great day .
