when the germ cells are being formed they only get half the number of chromosomes present normally. and then during fertilization both the germ cells of the male and the female fuse together and restore the number of chromosomes. for example humans have 46 chromosomes and the germ cells of humans will have 23 chromosomes each and after the fertilization happens in the 23 chromosomes from the male and the 23 chromosomes from the female combine to restore the number 46.
