It's done in a bid to win an election under circumstances when the individual parties don't have nearly enough support to be elected by themselves, or following a "hung" election where there is no clear winner.

In the situation where no single party gets the maximum number of votes so required to form a government, it usually results into political parties forming alliances. The government so formed as a result of these pacts and treaties is termed as a Coalition government.
