it is where out of some 5 or 7 parties one party reaches the maximum amount of seats but is not complete for example if the party scores 104 out 112
then some other party scores only 20 out of 112
so the majority party and the minority party combine together forming coalilation party.
so the total number of seats is 104+20= 124 which is very good


example it is presently applied in Karnataka the coailtaion government of Congress and JDS.....
