Political neutrality is the main feature of modern civil service. The civil servant should serve the party wholeheartedly, whatever. The personal opinion of a civil servant is not considered to be of any value to the performance of his official work.
Neutrality of civil servants is essential in democratic countries, it should not be committed to any political party or political ideology. But in countries like USSR or China, the civil service is committed to the purposes of the Communist Party. There is a petition for some committed citizen service by some people in India.
But this petition is not acceptable because civil servants should be above party politics. If a civil servant enters the party's politics, it can adversely affect the administration.
Different political parties have different ideologies, it is not possible to commit to all the ideologies of civil servants. A civil servant can use his political right to vote.

Committed means dedicated towards a particular cause or work. In a democratic set-up, parliamentarians are elected by the citizens and they are responsible for making laws and policies; while bureaucrats are responsible for implementation of the same laws and policies. The transformation of society is possible only when programmes and schemes launched by the government are effectively and timely implemented at the local level. The effective and timely implementation can be ensured by the committed bureaucrats only.
