The common thing between oppressor and oppressed is that both are doing wrong.

As the act of oppressing someone is considered incorrect or unjust. Same goes for the oppressed.

Oppressed is also considered wrong because by staying silent and not raising voice against the wrong doing encourages the wrong doer and pave way for unjust treatment of others as well.
