Constitution prescribes that the number of Dutch and French speaking ministers shall be equal in the central govt.some special laws require the support of majority of nembers from each linguistic group.Thus no single communtiy can make decisions unilaterally.
Many powers of the central govt.have been given to state govt.of the two regions of the country.The state govt.are not subcordiante to the central govt.

community govt is elected by the People belonging to one language community such as french , dutch, german - no matter where they live .
