Air is an insulator or dielectric or whatever you like to call it. 

Do note that insulators breakdown beyond a certain threshold voltage called breakdown voltage or dielectric strength. It is generally expressed as KV/mm( Kilo volt per milli meter). The air has a dielectric strength of about 3 KV/mm. If a voltage exceeding 3 KV per mm of air builds up, the air gets ionized and discharge takes place resulting in emission of energy in the form of lightning and thunder.

When the electrically charged particle is movement through the transmission medium this is called electrical conduction.

The conduction of electricity through air it is called ionization.

In this process, when the air molecules gain or loose their own electrons then occur the ionization of the air it is called ionization.  

Air does not conduct electricity in metal.
