Conductors are materials that permit electrons to flow freely from particle to particle. Conductors allow for charge transfer through the free movement of electrons. In contrast to conductors, insulators are materials that impede the free flow of electrons from atom to atom and molecule to molecule.

Insulators are materials that hinder the free flow of electrons from one particle of the element to another. If we transfer some amount of charge to such an element at any point, the charge remains at the initial location and does not get distributed across the surface.

Metallic conduction is due to the flow of free electrons or conduction electrons. Some substances allow passage of electricity through them easily are called conductors. All metals are good conductors. Some substances do not allow electricity to pass through them. They offer high resistance to the passage of electricity through them. They are called insulators.
