the elections conducted in 1952,1957,1962 ...most of the seats are won by Congress and so that Congress came into power.
the Congress formed it's government in many states as well.. so that observers called it as congress system

Congress system was an attempt to conduct diplomacy with aid of conferences between the European allies. It started in the 19th century and originated from the 'Treaty of Paris'.
