It is a law of chemical combination which states that matter can neither be created nor be destroyed but can be tranferd from one form to the other .

Example : C+O2 gives CO2

2H2+O2. Gives 2H2O

More simple explaination : matter is anything that occupies space. Right! So according to this law matter can never be created nor be destroyed but can be transferd from 1 form to the other. Like if we burn a paper it turns into ashes. It doesn’t mean that we destroyed a paper because ashes too convert into CO2 and that thing again occupies space.

The law of conservation of mass or principle of mass conservation states that for any system closed to all transfers of matter and energy, the mass of the system must remain constant over time, as system's mass cannot change, so quantity can neither be added nor be removed. Hence, the quantity of mass is conserved over time.
